Curtis "Manny" Manchester
Stability, Security, Transition, and Reconstruction (SSTR) Project Manager
Mr. Manchester is a CACI contractor serving as the Stability, Security, Transition, and Reconstruction (SSTR) Project Manager as part of the Center’s Civil-Military (CIVMIL) Program. He was born and raised in Hawai’i and has traveled extensively. He earned a Bachelor of Arts degree in History from Hawaii Pacific University and continues to serve as a Civil Affairs Officer in the 322d Civil Affairs Brigade, U.S. Army Reserve. Mr. Manchester has volunteered for twenty years with the American Red Cross Disaster Services and served in various roles in local and national disasters including providing mass care at Ground Zero in New York City following the 9-11 attacks.
Mr. Manchester has served in the US Army Reserve since 1982. He has had extensive active duty tours both in the US and deployed. His operational military deployments have included serving as the Joint Civil Military Operations (CMO) Planner for the Joint Special Operations Task Force – Philippines (JSOTF-P) in 2007; as a Civil Affairs officer coordinating humanitarian assistance in Operation Iraqi Freedom in 2005-2006; two tours coordinating Civic Assistance projects for the United States Support Group East Timor (USGET) in 2000 and 2001. He was mobilized for Operation Enduring Freedom serving in the J4 US Pacific Command (PACOM) and served on the Humanitarian Assistance Disaster Relief (HADR) logistics Operational Planning Team during Operation Enduring Freedom and Operation Unified Assistance (The Asia tsunami relief operation). Prior to assuming his current assignment, he served as a CACI contracted exercise planer at the U.S. Army Pacific.
He has previously provided knowledge management and disaster and humanitarian relief advisory on a contractual basis. He has a continuing interest in history and ecology and has worked in the past as a historic guide and research assistant in biogeography.
