Pete BradfordGerard Bradford, III
Director

Pete Bradford has served as Director of the Center for Excellence since January 2001. In that period COE has made contributions in a range of areas that span curriculum development in peace operations to HIV/AIDS mitigation for military forces of the Asia Pacific region. COE has also provided educational, information and exercise support in humanitarian affairs to a broad range of stakeholders since the 9/11attacks. Under Bradford's leadership COE also played a significant supporting role to PACOM in the planning and execution of Operation Unified Assistance in response to the catastrophic Indian Ocean Tsunami that struck in December 2004.

From March 1990 until his posting at the Center, Pete Bradford was the Director for Operations of The US Agency for International Development's (USAID) Office of US Foreign Disaster Assistance (OFDA).

During his tenure at OFDA, Bradford managed a budget in excess of $200 million and oversaw the development of OFDA's worldwide operational strategies and plans. He was responsible for the management and execution of all OFDA's international disaster response and humanitarian activities, involving 60 - 70 disaster declarations by U.S embassies around the world each year. In his capacity as Director of Operations, Bradford led disaster assistance response teams and assessments in Indonesia, Vietnam, Northern Iraq, Egypt, Rwanda, Angola and Bosnia. He managed support and monitored operations in Somalia, Kosovo, Liberia, Sierra Leone and Cambodia and numerous other countries during natural disasters and complex emergencies requiring humanitarian intervention.

In addition to overseeing OFDA's worldwide logistics activities, its chemical, biological, radiological and nuclear response programs, and OFDA's relations with the Department of Defense, Bradford managed OFDA's two heavy urban search and rescue teams, which responded to earthquakes in Turkey and Taiwan and the US Embassy bombing in Nairobi.

With more than 25 years of government service, Bradford has served in diverse capacities in a number of functional areas. From April 1984 until assuming duties as Assistant Director at USAID/OFDA, Bradford oversaw the planning and execution of commercial and aircraft charter contracts funded by USAID as a senior manager in USAID's Transportation Division. Before joining USAID, he served as Branch Chief responsible for all dry cargo and special project ships in the Chartering Division at Headquarters Military Sealift Command, in Washington, DC.   Bradford is a Vietnam veteran and retired Captain in the U.S. Naval Reserve.

Bradford holds an A.B. in Literature from Kenyon College, an M.A. in International Relations from Georgetown University, and an M.S. in Administration, Procurement and Contracting from The George Washington University.
