The Royal Thai Armed Forces, in cooperation with the United Nations Department of Peacekeeping Operations, United States Pacific Command and the Center of Excellence in Disaster Management and Humanitarian Assistance, will host a five-day multinational seminar-game which focuses on command and control issues in modern peacekeeping operations. This seminar-game, a part of the Asia-Pacific Peace Operations Capacity Building Program, will take place at the Le Royal Meridien Hotel in Bangkok the week of 9-13 December 2002. Up to 70 participants are expected from countries throughout Asia and the Pacific.

The event opens with comments by Lt.Gen. Kemarat Kanchanawat, Director of Joint Operations, Supreme Command HQ, and Gen. Boonsrang Niumpradit, Director-General, Office of Policy and Planning, MOD.

The overarching objective of the program is to enhance mutual understanding of complex contingencies and security cooperation within the United Nations or a partnership of Asia-Pacific countries. Specific goals and objectives of the seminar-game are to examine in detail the various command and control structures inherent in UN, multinational forces, and coalitions of the willing, issues and implications that arise from this structures, and how they affect the effectiveness of peacekeeping troops on the ground. Elements to be explored include coalition building, command in coalitions, leadership requirements, integration of multidimensional missions, operational planning and technical aspects supporting command and control.

This is the third multinational event focusing on peacekeeping operations hosted by Thailand since the program's inception in May 2000. Other events held in country include the South East Asia Peace Operations Symposium in July 2000 in Bangkok, and more recently, the UN Standardized Generic Training Modules Seminar in August 2002 in Pattaya. Thailand and only one other country - - Malaysia - - have sent representatives to the other events held throughout Asia and the Pacific, a total of nine events in all.

The seminar-game format consists of dividing participants into four syndicate groups with each addressing three "moves" designed to generate discussion and provide opportunities for clarification on the roles, tasks and challenges posed by a complicated UN-mandated peace operation scenario. After each move, a group representative briefs the Special Representative to the Secretary General and senior mission leadership, represented by role players with real-world mission experience, on their plan of action.

In recent years Thailand's efforts to expand its peacekeeping capabilities has resulted in it playing a pivotal role in peacekeeping activities both in the region and around the world. Thailand has its own peacekeeping training center, established in 2000. The depth of knowledge in peacekeeping has grown with the expansion of Exercise Cobra Gold to encompass a complex multinational peace operations scenario, with 14 observer nations and participation by Thai and international non-governmental organizations, United Nations, and other international organizations. Thailand participates in the Enhanced International Peacekeeping Capabilities Program, sponsored by the US Department of State, which also contributes to capacity building, to include education, training and hardware support, such as computers and translation equipment. Much experience has been gained through Thailand's lead role in the UN mission to East Timor, beginning when Royal Thai Supreme Command Lt.Gen. Boonsrang Niumpradit assumed leadership of UNTAET-PKF in July 2000. From these milestones, it is the conclusion of the international community that Thailand's peace operations program ranks as one of the top in the world.
