The Asia Pacific Peace Operations
Capacity Building Program
The Asia Pacific Peace Operations Capacity Building Program is
a series of conferences, seminars, workshops and games that provide
a platform for open discussion on peacekeeping activities. Developed,
managed, and executed by the Center of Excellence, the series began
in May 2000 with a leadership conference in Manila,
Philippines (June 2000), followed by a symposium in Bangkok,
Thailand (July 2000) and gaming seminars in Dhaka,
Bangladesh (September 2000), Kuala Lumpur,
Malaysia (April 2001), Kathmandu,
Nepal (February 2002), Jakarta,
Indonesia. (April 2002), Ulaanbaatar,
Mongolia (June 2002), Honolulu, USA
(Sept 2002), Bangkok, Thailand
(December 2002), Tokyo, Japan (April
2003), Seoul, South Korea (August
2003), Manila, Philippines (September 2003), New Delhi, India (April 2004), Honolulu, USA (August 2004), Ulaanbaatar, Mongolia (September 2004), Suva, Fiji (March 2005), Kukule Ganga, Sri Lanka (June 2005), and Manila, Philippines (July 2005), Kuala Lumpur, Malaysia (August 2005), Honolulu, U.S.A. (September 2005). Kuala Lumpur, Malaysia (September 2006), Phnom Phen, Cambodia (July 2007), Honolulu, USA (September 2007) and Kuala Lumpur, Malaysia (June 2008).
The series emphasizes the multidimensional aspects of peace operations
today by gathering a group of civilians from federal governments,
U.N. personnel, civilian police, international and non-governmental
agencies as well as military personnel from many levels. Participants
gain a greater appreciation for the complexities of modern peace
operations through the discussions that take place in small group
breakout sessions. The program focuses on training the trainers
and content development, providing a philosophical complement.
The Center adds those pieces not readily supplied by the other
players, such as subject matter experts, many of who assist with
presentations and training activities after arriving directly from
field activities conducted on behalf of their own employer. It assists
all of the partnering organizations to bring their greatest strengths
to the event and ensures that the appropriate level of complexity
is addressed.
Funding is provided principally through the Asia Pacific Regional
Initiative of US CINCPAC. Host nations supply a site and sponsor
activities during the event. Co-sponsorship by the United Nations
Department of Peacekeeping Operations provides an open forum for
discussion. Components may play a role, such as US Army Pacific
or regional organizations, in providing administrative and conferencing
support.
