The Royal Nepalese Army, US Pacific Command, Center of Excellence in Disaster Management and Humanitarian Assistance and the United Nations Department of Peace Keeping Operations jointly sponsored a five-day seminar-game from 25 February to 1 March 2002 at the Hyatt Regency Hotel in Kathmandu, Nepal.

The purpose of the seminar-game was to further develop multilateral, multifunctional, operational-level peace operations skills, and through tactical-level vignettes, gain insights into capacity-building and training requirements in the Asia Pacific Region.

Prajwalla SJB Rana, Chief of the Royal Nepalese Army, opened the seminar-game with welcoming remarks, followed by a keynote address delivered by H. E. Mr. Michael E. Malinowski, Ambassador to the United States.

Thirty-nine participants representing the humanitarian, civilian police and military communities attended from 20 countries, including Canada, Fiji, Indonesia, Jordan, Madagascar, Mauritius, Malaysia, Mongolia, Nepal, Pakistan, Papua New Guinea, People's Republic of China, Russia, Sri Lanka, Thailand, Tonga, Turkey, United Kingdom, United States, and Vanuatu.

The goals of the seminar-game were to:

  • Understand and explore the operational-level issues associated with entering, conducting and exiting a modern peace operation;

  • Examine capacity-building and training required to optimize participation in peace operations and to;

  • Enhance national and regional interagency coordination and cooperation.

Participants were divided into three syndicate groups with each addressing three "moves" designed to generate discussion and provide opportunities for clarification on the roles, tasks and challenges posed by a complicated UN-mandated peace operation scenario. For each move, the groups briefed the Special Representative to the Secretary General and senior mission leadership, represented by role players with real-world mission experience, on their plan of action. The final move focused on the training needed to properly conduct the simulated mission, with focus on training needs for South Asia nations who would participate in a UN mission.

This seminar-game is part of the Asia Pacific Peace Operations Capacity Building Program; an ongoing joint effort between host countries in the Asia Pacific Region, the United Nations Department of Peacekeeping and US Pacific Command to enhance the region's capability and capacity to participate in UN mandated peace operations. The program is administered by the Center of Excellence in Disaster Management And Humanitarian Assistance.

The next seminar-game in this series takes place 8 - 12 April 2002 in Jakarta, Indonesia.
