Public Health

The mission of COE's Public Health Unit (PHU) is to increase public health expertise and operational capacity in disaster management and humanitarian assistance in the Asia-Pacific region. Staffed by public health professionals the PHU have been involved in a number of groundbreaking projects.

The Medical Civic Action Program (MEDCAP), a bilateral medical effort, brings together Thai military personnel and support elements and Thai regional and Army support troops together with US Naval Reserve Health Care providers. In Cobra Gold 03, two technology personnel, sponsored by COE and the USPACOM Command Surgeon's Office, supported the continuity of the MEDCAP effort through documentation of the activities of the bi-lateral teams. The After Action Report provides an executive summary and detailed information on this effort.

NutStat Handheld-Nutritional Anthropometry
Data Collection for the PalmOS Request Form

Nutstat Handheld is a nutritional anthropometry program for Palm OS handheld computers. It allows users to enter measurements, age and sex information for a variety of children and instantly see where those children compare to normative information (i.e., to the "growth charts"). Users can also transfer the data collected on the Palm to their desktop computer for further analysis, eliminating the lengthy "data entry" step whereby data is laboriously transferred from paper forms to a desktop computer. With programs like NutStat we hope to drastically reduce the difficulty, time, and errors involved in collecting good anthropometry data, particularly in the time-sensitive humanitarian setting. This model can then be extended to other types of data.
