Health Emergencies
in Large Populations (HELP)

The HELP course is a three week intensive graduate level training course, taught in conjunction with the Medical Division of the International Committee of the Red Cross. Through the facilitation of the Center of Excellence, the HELP course has been taught for eight consecutive years at the East-West Center located on the University of Hawaii Manoa Campus in Honolulu, Hawaii. The HELP Course was created by the International Committee of the Red Cross with the participation of the University of Geneva and the World Health Organization to meet the public health needs of health professionals working in emergency situations.

Each class consists of between 25 to 30 students from non-governmental organizations, government agencies and militaries, mostly from countries in Asia and the Pacific Rim. The course is intended for health professionals: Medical doctors, nurses, nutritionists, environmental health engineers, epidemiologists, public health officers. Candidates who are professional field workers not directly related to health, but having a sufficient understanding of health problems, will also be considered. Candidates from countries affected by war and natural disasters will be given special consideration. The HELP is offered in two modules: the first two weeks will focus on public health interventions and the third week will deal with international humanitarian law, human rights, responsibilities of health professionals and ethics.

Registration fees amount to $1500.00. Minimal living expenses for a three week period utilizing dormitory accommodations should amount to an additional $2100.00.
